Advocacy is anything related to administrative or legislative action. 

This includes:

• Rulemaking

• Legislation, ordinances and resolutions

• Public policy

• Rate-making

• Regulatory/enforcement action

This does NOT include:

• Legislation that has been signed into law

• Asking questions about final regulations that are being implemented

• Responding to a court order or subpoena
